CONSTITUTION
The United Methodist Young Adult Fellowship in the
PhilippinesC O N S T I T U T I O NPREAMBLEWe, the young adults of the United Methodist Church in the Philippines, having experience the love and saving grace of our Lord and Savior Jesus Christ, in order to establish an organization which shall promote our spiritual, mental, physical and social life and serve as an expression of our service to others and to actively participate in the United Methodist Church’s mission of spreading the Gospel for the glory of God, do ordain and promulgate this Constitution.ARTICLE INAME OF ORGANIZATIONSection 1. This organization shall be known as the United Methodist Young Adult Fellowship in the Philippines, hereafter referred to as UMYAFP, and shall form part of the
United
Methodist
Church in the
Philippines. The UMYAFP shall also be known as the Kapatiran ng Nagkakaisang Kabataang may Sapat na Gulang sa Pilipinas.Article2MembershipSection 1. All members of the United Methodist Church in the Philippines who are twenty- three (23) to forty (40) years old, who have declared their intention to be a member of the organization, undergone membership orientation, paid their membership due, and shall uphold the constitution and the by-laws of the UMYAFP shall be considered as bonafide member right. Section 2 Bonafide members shall have the right vote and be voted upon. They are also responsible to actively support the organization and its programs. Article 3Declaration of Principles and Objectives Section 1. The UMYAFP shall promote and aid in the growth of the conference, district and chapter organizations within the duly organized conferences, districts and local churches of the
United
Methodist
Church in the
Philippines and shall correlate the UMYAFP activities in cooperation with them or with other organizations and agencies in the society at large.
Section 2. Relying on the grace of our God, the UMYAFP bears witness to Jesus Christ as the hope of the world, and shall help the church, the clergy and the laity in promoting world peace.
Section 3. The UMYAFP adheres to our Methodist heritage of faith affirmed by the founding fathers of the church.
Section 4. The UMYAFP shall strive to build a great Christian fellowship in which all young adults shall work to lead others in accepting Jesus Christ as their personal Lord and Savior.
Section 5. Te UMYAFP recognizes the principle that Christian social responsibility is an expression of faith. Article 4Elections and Appointments Section1. There shall be an election committee to administer in the election of officers in the following levels with:
- In the National level, three (3) members to be composed of one (1) representative elected by the National Convention, 0ne (1) full time church worker from the host conference, and one (1) from the past or outgoing national officers who are not running for re-election.
- In the Conference level, three (3) members to be composed of one (1) representative elected by the Conference Assembly, one (1) full time church worker from the host district, and one (1) from the past or out-going conference officers who are not running for re-election.
- In the District level, four (4) members to be composed of one representative from the incumbent conference officers who is not a candidate in the election, any church worker from the host church, the chairperson of the district council on young adult ministry and the district superintendent as ex-officio member but without a vote
- In the Chapter level, four (4) members to be composed of the resident clergy, the lay leader, one (1) from the past or out-going chapter officers who is not running for re-election and one representative from the incumbent district officers as ex-officio member but without a vote.
Such committees shall be determined by the Executive Council at the start of the assembly concerned and shall convene thereafter and elect a chairperson and a secretary.Section 2. The Election Committee shall also interview, screen and subject the candidates to some qualifications, based on the principles and objectives of the UMYAFP, before the election, provided that, candidates who have declared their intention to run for the elective positions, have formed their respective slates of complete officers with favorable endorsements from three (3) registered delegates or individual candidate for a specified position duly endorsed by at least one (1) registered delegate, and conformed by the nominee himself, provided further that the slates and individual nominations shall be submitted within the period as provided for by the Election Committee, and provided finally, The Election Committee reserves the right to determine the merit and fitness of the candidates to the position they are aspiring for, and upon due consultation with respective candidates, recommend the results of their screening and evaluation. Section 3. National officers shall be elected from among the registered delegates to the National Convention to be held biennially, by simply plurality of all accredited voting delegates. Section 4. Conference officers shall be elected from among the registered delegates to the Conference Assembly to be held biennially, by simply plurality of all accredited voting delegates. Section 5. District officers shall be elected from among the registered delegates to the District Assembly to be held biennially, by simply plurality of all accredited voting delegates Section 6. Chapter officers shall be elected from among the members of the local chapter by a simple majority of such members present in the Chapter Assembly to be held annually, duly called for the election of officers. In case the required majority is not reached, another election shall be held but limited to the two candidates with highest votes in such undecided elective positions. Section 7. No officers in any level shall hold concurrent positions, either appointive or elected. Section 8. No church worker shall be eligible for election into any office. Section 9. Election shall be by secret ballot except in case where there is but one nominee for the office, when assembly may vote to instruct the secretary to cast a unanimous ballot for the election of such nominee. Article 5OFFICERS
Section 1. The UMYAFP shall have the following elective officers in the national conference, district and chapter levels, namely: President, Vice President, Executive Secretary, Treasurer, Auditor, and the Program Directors on Christian Nurture, Outreach and Witness.
Section 2. The following shall be the grounds for the removal from office of any of the officers namely: renunciation of the basic doctrines and beliefs of the United Methodist Church, abandonment of office or habitual absenteeism, misappropriation of UMYAFP funds, indulging to any form of vice, appointment to ministry (pastor or deaconess) including those in preparation to such work, sexual pervasion and promiscuity, during the term of office. Any complaint against an officer relative to any of the above-mentioned grounds shall be filed, through the Executive Secretary concerned, to the three advisers mentioned in Section 2 of the Article 7, who shall then constitute an investigative committee, and if there is evidence proving guilt beyond reasonable doubt, the Investigative Committee shall recommend to the Executive Council concerned the removal of the officer so charged from office.
Section 3. In case of permanent disability, death, removal from office or resignation of any officers, the Executive Council concerned shall be called to a special meeting by the President to fill the vacancy for the unexpired term of the office concerned, except that the President shall be succeeded by the Vice President.
Section 4. Any officer who has been absent for two (2) consecutive meetings called by the Executive Council concerned without any justifiable reason and which he was duly notified shall be warned of his responsibilities in writing by the President concerned, and repetition of the same shall cause his automatic termination from office. Provided, that any national, conference or district officer who was absent for three (3) consecutive meetings, any or all of which are justifiable or not, shall be automatically cease as such. The Executive Council concerned shall fill the vacancy for the unexpired term, except that the President shall be succeeded by the Vice-President.
Section 5. The elected or appointed officers shall have the following duties and function in their respective UMYAFP organization levels:
- The President shall:
- Be the administrative officer of the organization;
- Prepare the agenda of the meting in consultation with the Vice-President and Executive Secretary;
- Preside over all sessions of the organization;
- Supervise, coordinate and correlate the general program of the organization in cooperation with the duly constituted authorities and representatives of the

Methodist
Church.
- Report to the assembly concerned the state and other gatherings of the
United
Methodist
Church and other ecumenical gatherings when necessary.
- Require the Conference Presidents if he is the National President, the District Presidents if he is a Conference President, and the Chapter Presidents if he is a District President, to submit their respective programs of actions for their full term as soon as possible from their election until two (2) months thereafter. In the failure of any of them to do so, he shall call a meeting any day starting from the second week of third month from such election and require the Vice President concerned to assume the presidency until the expiration of the term subject to the provision of Section 3 of Article 5.
- Exercise such other functions, powers and prerogatives as may be assigned to him by the organization.
- The Vice-President shall:
- Assume the duties and functions of the President in case of the latter’s death, temporary disability or incapacity or termination from office subject to the provisions of Section3 of Article 5;
- Co-preside with the President over all sessions of the organization;
- Oversee the planning and implementation of the programs of the organization;
- Formally call a meeting in case the President fails to do so within one (1) month from election. If no action is taken by the President, the Vice President shall assume the powers and duties of the President until the expiration of the term subject to the provision of Section 3 of Article 5.
- The Executive Secretary shall:
- Notify the members of the level concerned of meeting:
- Keep an accurate record of the minutes of the regular and special sessions or meeting of the organization, the record of attendance, and other vital documents of UMYAFP.
- Furnish all the members of the Executive Council concerned with the minutes of their last meeting or session at a date to be determined by the level concerned but not later than two months after the last meeting or session;
- Be in charge of all correspondences of the level concerned;
- Keep and regularly update the membership directory.
- The Treasurer shall:
- Keep an accurate record of receipts and expenditures of the organization;
- prepare an audited financial report on a regular basis for the Executive Council concerned and other sessions of the organization;
- Monitor and collect the payment of apportionment, membership and registration fees;
- Collect, solicit and deposit in an accredited bank approved by the Executive Council concerned pledges and other collectible funds shall be done only by authorized signatories of the Executive Council concerned;
- Prepare, with the active assistance of the President and the Auditor, the budget of the organization to be approved by the Executive Council concerned;
- Be in charge of the management of resources and prime-mover of all fund raising activities of the organization.
- The Auditor:
1. Examine and audit the financial reports of the Treasurer;2. Report on the financial standing of the organization to the Executive Council concerned on a regular basis;3. Formulate financial policies to be approved by the Executive Council.
- The Program Director on Witness shall:
1. Work out programs for evangelism;2. Assist the young adults in becoming members of the
United
Methodist
Church.
- The Program Director on Christian Nurture shall:
- Work out plans for the instruction of the young adults in relation to Christian education, Discipleship, Stewardship,
Mission, Evangelism and Church Structure;
- Lead the young adults in developing worship programs that relate to the Methodist faith;
- Lead in conducting worship services or religious programs.
- The Program Director on Outreach shall:
- Take initiative in working out missionary projects that the UMYAFP supports;
- Help develop projects that emphasize on Christian social and cultural relations;
- Initiate seminars and for a relevant social and church issues.
ARTICLE 6The AssembliesSection 1. The highest policy-making body within the UMYAFP shall be the National Executive Council. Provided, however, that special sessions may be called upon a resolution b y the National Executive Council for special purposes. The voting delegates will be composed of the following: The National Executive Committee and the representatives of each Annual Conference. Each conference is entitled to fifteen (15) voting delegates as its representatives except that the host conference and the conference with the highest number of registered delegates, if other than the former shall each be entitled to three (3) more voting delegates. A majority of all registered delegates present in such National Convention or special sessions shall constitute a quorum to do business. Section 2. The highest policy-making body within the Conference shall be the conference Assembly which shall be called to a regular session by the Conference Executive Council. Provided, however, that special sessions may be called upon a resolution by the Conference Executive Council for special purposes. The voting delegates will be composed of the following: the Conference Executive Committee and the representatives of each district. Each district is entitled to twenty (20) voting delegates as its representatives except that the host district and the district with the highest number of registered delegates, if other than the former shall each be entitled to two (2) more voting delegates. A majority of all the registered delegates present in such Conference Assembly or special sessions shall constitute a quorum to do business. Section 3. The highest policy-making body within the District shall be the District Assembly which shall be called to a regular session by the District Executive Council. Provided, however, that a special sessions may be called upon a resolution by the District Executive Council for special purposes. The voting delegates will be composed of the following: The District Executive Committee and the representatives of each local chapter. Each local chapter is entitled to five (5) voting delegates as its representatives except that the host chapter and the chapter with the highest number of registered delegates, if other than the former shall each be entitled to one (1) more voting delegate. A majority of all the registered delegates present in such District Assembly or special sessions shall constitute a quorum to do business. Section 4. The highest policy-making body within the local chapter shall be the Chapter Assembly composed of regular members present in the meeting previously called by the Chapter Executive Council. A majority of all registered members in good standing present in such a meeting shall constitute a quorum to do business. Section 5. In no case shall any inferior policy-making body oppose the policies and guidelines lid down by a superior policy-making body as long as their applicability is clear and manifested. ARTICLE 7
THE EXECUTIVE COUNCIL
Section 1 There shall be an Executive Council for every organizational level of the UMYAFP which shall ct in behalf of the National Convention, the Conference Assembly, the District Assembly, or the Chapter Assembly, as the case may be, while the latter are at recess. Such Executive Council shall be composed of the duly elected and appointed officers of the organizations. In the national level, additional Executive Council members are the Conference Presidents, the duly authorized representatives of the board of Education and the board of Laity, advisers chosen by the elected national officers and a coordinator from each Annual Conference who appointed by the Bishop. In the conference level, additional Executive Council members are the District Presidents and the advisers chosen by the elected conference officers. In the district level, additional Executive Council members are the Chapter Presidents and advisers chosen by the elected district officers. In the chapter level, additional Executive Council members are advisers chosen by the elected chapter officers. Section 2. The Executive Council shall execute all recommendations, resolutions, rules nd regulations assigned to it, be responsible for the coordination and correlation of all programs of the various departments, committees, agencies and other cooperative and connectional bodies of the UMYAFP and perform such other duties as may be assigned to it by the National Convention, Conference Assembly, District Assembly, or Chapter Assembly, as the case may be or by other regular or special sessions of the organization.
